According to the authority, owners will be warned if their pets are

  • not registered
  • found without leads
  • Or if their enclosures are not cleaned

Owners will be further punished if they do not get their pets registered within three days after being found in violation of the rules.

1. Vaccinate your dogs. After vaccinating your dogs, the pet hospital will issue a vaccination certificate to you;

2. Fill out the registration application form. Carry your passport and go to the public security bureau at your place of residence or pet hospitals to get the application form;

3. Submit the registration application. Carry all the documents mentioned below and submit the application to the public security bureau at your place of residence. The bureau will process your application within 15 working days. Documents you should bring along include,

  • A registration application form
  • Passport
  • The original and a copy of the vaccination certificate
  • A one-inch passport photo of the dog owner; 2 photos of the dog standing up (Photo size: 6 cm * 8.9 cm)
  • If your dogs have been sterilized, you should submit the dog sterilization certificate
  • Proof of dog owners’ disability is needed for service dog registration

4. Pay the registration fee. The public security bureau will send you a payment notice after your application is approved. After you successfully pay the fee at the designated banks, the public security will issue a dog licence and a dog tag to you.

5. Note: The registration fee is RMB 500.
