The ‘Guangdong Superior Talent Card’ policy, which aims to attract a greater number of top-flight academics and professionals to settle in the province, allows card holders, their spouses and any children to be regarded as a registered permanent resident of the city, and enjoy the same policies in housing, education, social insurance, car-purchasing, assessment of professional titles, etc.
Who can apply?
According to the Human Resource and Social Security Department of Guangdong Province, 7 types of people can apply for a “Guangdong Superior Talent Card”, including:

Senior management personnel in foreign-invested enterprises and its regional headquarters.

Senior researchers in foreign-invested R & D institutions, inventors working on patents under the International PCT (Patent Cooperation Treaty).

Winners of ‘World Skills Competition’ titles

Selected talents from Hong Kong and Macao who have been hired by foreign-invested enterprises.
This is the latest in a series of preferential policies that Guangdong has implemented in order to attract overseas talent to the province.
On August.1st, 2016, the province outlined sixteen policies to simplify the entry and encourage retention of high-level foreign talent and innovators in Guangdong.

Since 2014, the Pearl River Talent Plan has been in effect, which has selected a batch of young and outstanding individuals in natural science, engineering technology and philosophical social science every year.
Last year, Guangdong became the first in a group of provinces in China to pilot the new Foreigner’s Work Permit System, through which talents placed in Category A are eligible for ‘green channel’ service. It offers paperless verification pre-entry, an expedited approval process and other measures designed to draw in high-end talents.
