The legal representative and operator of a fashion company, surnamed Hong, was sentenced to detention for five months and fined 40,000 yuan ($6,057.48).

The district’s labor security supervision team interviewed Hong’s workers and accountants and found that he had fled to his home country without paying his 158 employees over 600,000 yuan in overdue salaries.

Hong was arrested on August 18 in Northeast China by the police upon returning to China. After being caught he agreed to pay the money. His case is the first to involve a foreign employer after Shanghai began a new crackdown against delayed payment.
